I assume the "correct" thing is to use the babel package,
available from the CTANs (eg ftp.shsu.edu)
in tex-archive/macros/latex/packages/babel
In this package there is a file languages.dat
which you have to edit to specify the languages you want to use,
and the corresponding hyphenation files.
(Just say hyphen.tex if you have nothing better.)
Then you just to go to the latex/base (or perhaps latex/unpack) directory
and re-make the format file by saying "make"
and install it by "make install".
This automatically looks for lthyphen.cfg ,
which is provided in the babel package.
So if the babel package is installed,
nothing more needs to be done.
Note that there was a bug in the babel distribution --
\lefthyphenmin and \righthyphenmin were not defined --
